WHAT IS THE MEANING OF DIMEX?

The DIMEX is a government-issued ID card for foreigners in Costa Rica, standing for "Documento de Identidad Migratorio para Extranjeros", or Immigration Identity Document for Foreigners. Permanent and Temporary Residents, as well as Special Categories, are eligible to obtain a DIMEX.  Introduced in 2008, this official document serves as a means of personal identification for foreign individuals legally residing in Costa Rica. It features 12 numerical digits, a photo of the holder, and their signature. With a DIMEX, residency holders can conduct transactions in public institutions and banks throughout the country.

Recent reports from the Ministry of Security indicate that the DIMEX has successfully reduced instances of bank fraud. This is thanks to the integrated computer systems of banks and the Immigration Department (DGME), which allow for the verification of signature and photo information for DIMEX holders.

A DIGITAL DIMEX?

On September 28th, 2022, the DGME released Resolution No.DJUR-0144-09-2022-LSS. This resolution outlines the possibility of having a digital DIMEX in the near future. As per the laws of Costa Rica, the government has the responsibility to promote the use of modern technology in public administration and streamline its services. The Constitutional Chamber has also established that the DGME is authorized to follow these guidelines and provide more efficient services to its users.

To meet these requirements, the Immigration Department has proposed a change in the current format of the DIMEX. The proposed changes include a virtual PDF document that will have a QR code with security features and encrypted information to ensure the verification of a foreigner's identity. The DGME plans to gradually implement the virtual DIMEX with its new design and security features, while the Costa Rican government formalizes the project.
